Tropico 3 is exciting exactly because of the absence of similar titles on Microsoft’s console. While Civilization: Revolutions is an excellent distillation of its more in depth PC cousins, for the most part, players are limited to XBLA fare for anything more. This gives Tropico 3 a niche to fill.
